PASO ROBLES, San Luis Obispo County — October 27, 2026. A proposal to transform the former Estrella Youth Correctional Facility, also called the Paso Robles Boys School, goes before the city’s Planning Commission today. The developer, Majestic Realty Co., has proposed a phased redevelopment of approximately 140 acres at 4545 Airport Road under the name The Landing.

What’s proposed on the site?

City documents describe a mix of industrial and commercial uses, including cold-storage warehousing, a hotel and conference center, retail and maker spaces, offices and other businesses. The first phase would include an approximately 11.6-acre stormwater basin. Later phases could total about 1.6 million square feet of industrial, office and other commercial space.

The former youth facility has been vacant since 2008. The developer submitted a redevelopment application in 2021 and acquired the former state property in 2023, according to the city’s October 23 statement.

What benefits are written into the proposal?

The proposed development agreement includes $250,000 for affordable housing and $500,000 each for the El Paso de Robles Library Foundation and the city’s recreation foundation. Additional traffic and infrastructure measures are linked to project thresholds, and the plan refers to documenting former facility architecture before demolition permits.

These are proposed agreement provisions, not evidence that the funds have already been paid or that the project has been constructed.

How to attend the October 27 hearing

The Planning Commission hearing is scheduled for 6:30 p.m. at the Norris Room, Centennial Park, 600 Nickerson Drive. The city lists livestream access and telephone participation at 805-865-7276, with written comments to planning@prcity.com before the hearing. The commission will consider recommendations, with a City Council decision anticipated later.

The city also mentions a separate possible municipal spaceport initiative. The Landing redevelopment is not equivalent to an approved spaceport project.
